Root River Watershed

Root River One Watershed, One Plan Pilot Project

In early 2014, planning partners in this watershed area joined together to submit a nomination to pilot the One Watershed, One Plan in the Root River Watershed.  In June, the Root River was selected as one of five major watersheds across the state to pilot this program.                                                  

The six-county watershed planning area includes those portions of Dodge, Olmsted, Winona, Houston, Fillmore, and Mower counties that drain to the Root River, the Minnesota portion of the Upper Iowa River watershed and the Mississippi-Reno watershed in Houston County.  The planning area encompasses over 1.3 million acres.

The pilot program involved a broad range of stakeholders, including governments, state agencies, and community members and organizations as partners in the planning process.  The resulting plan was approved by the MN Board of Water and Soil Resources in December 2016.  It was then adopted by all 13 LGU partners in 2017 (Dodge County, Dodge SWCD, Fillmore County, Fillmore SWCD, Houston County, Root River SWCD, Crooked Creek Watershed District, Mower County, Mower SWCD, Olmsted County, Olmsted SWCD, Winona County, and Winona SWCD.)

The four "A" priorities in the watershed plan are:  Drinking Water Supplies, Rivers and Stream, Landowner Engagement in Water Resource Issues, and Livability.

In May 2015, the first watershed-based grants were allocated to the five 1W1P pilot areas.  The Root River 1W1P was awarded $851,301 for implementation.  Winona SWCD serves s the fiscal agent for the Grant and Fillmore SWCD serves as the day-to-day contact for administration and coordination of the grant.  Click here for the Calendar year 2018 Report of Activities.  Click here to see the Fiscal year 2018-2019 Work Plan Budget.

In 2018, an online reporting system (Watershed Inventory of Partner Projects, or WIPP) was established for projects completed in the 1W1P area by partner agencies and organizations which ar not tracked within other statewide databases.  Click here to view a map of partner projects.  Best management practices completed in the watershed can be found in the MPCA Clean Water Accountability Report.
